Shaun Allen


Shaun is a town and regional planner and data analyst with more than 5 years’ experience in urban and regional planning, stakeholder engagement and transport. Shaun has previously worked for ACT and Commonwealth Government departments as well as in the university sector. In these roles, he worked on a wide range of planning, transport and demographic projects across the ACT and interstate. He has also worked as a journalist, reporting on a wide range of issues across the ACT, south east NSW and central Australia.

Shaun’s areas of specialisation include:

  • Transport planning – particularly car parking and active travel
  • Collaborative work and liaison with all levels of government, as well as with the private and university sectors
  • Data gathering, analysis and problem-solving, including demographics, car-parking surveys and formulation of questionnaires

Specific examples of his experience include:

  • Community consultation for Draft Master Plans over ACT commercial precincts (including Belconnen, Woden, Kippax, Mawson and Calwell), and for proposed car parking changes in the Woden Valley
  • Consultancy on a range of development projects across the ACT, including residential, commercial, mixed use, and community zoned land
  • Assisting with reviews of statutory and policy documents, including the Parking and Vehicular Access and Bicycle Parking General Codes within the ACT’s Territory Plan, and the ACT Planning Strategy and Transport for Canberra
  • Research, editing, and writing of technical and strategic reports with groups including the Commonwealth Department of Infrastructure and Regional Development (Urban Rail Plans); NSW Department of Trade and Investment (Sydney as a Global Talent Hub); ACT Government (internal cross-Directorate reports on car parking matters); and the Riverview Group (preliminary demographic information to inform the Ginninderry development)
  • Gathering and analysis of car parking supply and demand data for a range of ACT Government Projects – including a review of the Transport Canberra Park & Ride network, and to support the growth of the Gungahlin and Dickson commercial precincts; and assisting with a 2015 update of the Canberra and Queanbeyan Cycling and Walking Map
  • Strategic land use analysis, including of commercial gross floor area inventories across the ACT
  • Formulation of a questionnaire as part of the Sydney as a Global Talent Hub project, in collaboration with project stakeholders, that attracted more than 3,000 respondents across Australia and overseas.
  • Compiling a range of reports to tight deadlines – both as a town planner and a journalist
  • Consideration of lease variation matters
